The Subordinate Staff.


     With regard to the recruitment of the Subordinate Staff in Siam, it is suggested that the following method would give the greatest hope of success :- To "earmark" a certain number of boys at school annually (say from the age of 16), according to the expansion of the movement and the numbers required, and during their last two or three years at school, to give these boys a special training in Rural economics. Not necessarily need the cleverest boys be chosen, but rather those who, while possessing a good standard of intelligence, show a preference for an outdoor life and an interest in agriculture. A knowledge of English (reading and writing at any rate) may be considered essential as all the text books on Co-operation in India and Burma are in that language.

     At the end of their school career, if, by examination or selection, they are chosen for the Co-operative Department, they should be given not more than three months training in Bangkok, and then sent direct to the Co-operative school which is being established at Lopburi. If, at the end of the years' training, they quality themselves by examination, they could then be appointed to the post of Sub-Inspector. Inspectors would naturally be chosen from among those who show the greatest proficiency in the subordinate post. Unless in exceptional cases, boys trained throughout the Siam would, it is thought, prove more adaptable and suitable than those trained abroad, as the latter would be more likely to have lost touch with rural conditions in Siam, and to have acquired a taste for an urban life.

     In the meantime, if it is found necessary to make a selection of Inspectors and Sub-Inspectors at first to carry on the movement, only the bare number actually necessary should be chosen.
